My understanding is that a witness needs to come to the booth and have them verified - at least that's what I've been told.

 

True, you would need to go to the CGC booth, get a witness (might have to wait for one), have them come to the JSC booth, get the signed comics and have the witness take them back to the CGC booth.

What's the difference between the red foil and the silver foil ROM #1? I thought there was only one foil-enhanced convention exclusive for it.

 

There are two: one is a headshot and the other is this:

Ah! Thank you for clearing that up. The one I'm interested in is the headshot version, although the other one is pretty cool looking.
