In the story, she ran her own stocking so the crooks would get distracted and say nice gams and the Batman could de-feet 'em.

plus keep in mind DC did the covers first then wrote a story around it so there's that.  Pretty much a thematic apperception test for any psychologist wants to study them guys.

In this particular case I see unresolved sexual frustrations and a view of women as helpless and possibly needing or wantng to be taken advantage of.
