I think so. Just a weapon attachment rather than adamantium-covered bones.  So, there’s plenty leeway for a point of emergence, as seen above.

even as a weapon I'm not seeing how it could be effectively attached in that drawing.  held on by string maybe?

It looks like a mistake with the figure’s proportions. On the full panel it looks like Wolverine’s claws are attached right below his wrists; leaving room for Wolverine to move his hand to the side with the claws still pointing outwards.

However, the claw on the right is spaced out to much from the others, obscuring the whole view. It should be more straight. Having it curve like that makes it look like it’s attached below the thumb.
