Most of Heath's early covers were designed by Burgos, who acted as Art Director for a time.  This is most likely one of them.

There's a lot of Burgos overlap with the Atlas stuff, impossible to say what was and wasn't.  Even Combat 5, which looks all Heath and is signed by him, is signed Burgos & Heath on the OA.

I've commented a few times about how well drawn that skeleton is, especially the left arm.
