How to submit Blue labels to black labels 2 2

I have some blue label slabs that I am wanting to submit to get the newer black label how do I do that

To submit your cards to us for the new Black Label holder, you will need to submit them to us through the Paid Reholder service. You can find the steps to submit to us through this service HERE. If you have any other questions, please let us know.

I thought it was something to do with pedigree labels.
