Seeking worst, funniest, most implausible comic titles/issues 1 1

Asking for a friend, who's going to a comic con this Saturday and wants suggestions. He is not a comic collector (grew up a Mad magazine/Muppets/baseball card kid) but loves the implausibly goofy comics he sometimes finds in the used comic boxes full of old cheap unloved comics (what he calls the 'penny stocks' of comics) in thrift stores. He's figured out that Dell and Charlton published some of this stuff (with occasional DC or Atlas), and he has no interest in what he finds from Gold Key. Almost all the examples he's shown me are Silver age and have (I think) low collectability. 

His criteria: 

a goofy cover

a unique and far-reaching 'concept'

maybe some riduclous 'x' factor of bizarroness to it.

and lastly,

if its under $5, Ill buy it!

I know there was a fairly recent and somewhat similar thread on this site, but that seemed to focus more on funny/goofy comics and had lots of recent stuff. I think he is seeking more goofy/absurd comics with a certain nostalgia factor. So if you can think of similar kinds of titles so that he isn't just combing through box after box of back issues, it would be much appreciated. And if there's a thread from the past that really overlaps with this, please list it. And as noted, there is an emphasis on CHEAP! ;)

While Justice League of America 89 still has my vote for the worst comic I’ve ever read, World’s Finest 289 is breathtakingly awful in its own right.

The interior art is just passable to me.

I have been told this was a TV show.

A comic about lawyers and the photo cover is well.
