If the grade is known for sure, a 7.0.  But in reality, a 7.5/8.0, because there is risk.

I once filled a long box at Heroes of VF/NM to NM+ bronze priced at $5-$10 @ 40% off.  I miss those days.

It was an early 2000s @blazingbob purchase. I could never find a nice 49 before CGC.  The 48 I bought raw.
