If it falls outside of those parameters (and it does happen that they go in both directions), I will offer a refund. But I don't expect anyone to complain if I undergraded it. The problem is that CGC standards shift. I've seen 9.8's that should be 9.9's and visa versa. I've gotten several 9.9's (never a 10.0) and I think I know how to choose them but they seem resistant to giving them out.

I used to work next to a Rolls Royce restoration ship in Toronto called Hyphen Auto Repairs. There were cars that were sitting there 20 years to be restored. We're talking Rolls that could be anywhere from 20 - 80 years old (this was back in 1991). You can't buy parts for some of those cars anymore so you just have to make everything from scratch. Body panels, mechanical parts. Everything. I guess it all comes down to documentation. It used to be fascinating to go next door into that shop and literally see a dozen cars all in various states of restoration. Cars you'd never see again. This is an article that mentions Hyphen. Dave Webb, the guy in the article was an apprentice at Hyphen and I had my apprenticeship right next door at Euro Tune (we specialized in Porsches).
