My first question being, why would you send this book in? Isn't the cost of CGC more than what the book is worth in this grade even if it was blue? Why did it get a 3.5? Do you have grader notes?

no set rule. For a bronze age book, it could be 10% value, for action comics 1, it could be 80% value. All depends on the book. For an SA key, 50% sounds like a good assumption.

yup, waiting time is around 1 month between delivery confirmation and process start for your book. Any grade under 9.9 only looks at wear of a comic.

There is a way, it's the good old fashioned signature confirmation. If you get a delivery confirmation, then you know it's at CGC in the waiting list to be started on.
