As much as I'm a Superman guy, the Joker stories in Detective & Batman were always the most entertaining GA villain stories I've read.

Since everyone has already said Joker and Red Skull, I'll go with the Penguin. His stories have a flair and a sense of style and humor that I find as enjoyable as the Joker's.
