Maybe a distribution thing? I think it depends on the issue. I've owned three copies of Pictorial Romances 16 that were graded by CGC as 9.0 or higher. I'd swear I passed on a copy many moons ago, but I can't be sure. Not a cover that stood out enough for me. I don't have one. There's a 7.5 and 5.5 on the census.
