The owner isn’t being deceptive about the resto and judging by the number of books they’re selling they don’t seem new to this hobby, so I’d guess they were surprised by everything even in the description the owner says it’s “baffling”. 

Not the best look for CGC to have this one sitting out there on eBay

Here are just three examples of a "correctly graded" ASM #5 in CGC 4.5:

And to add insult to injury, this reader should have been encapsulated with a Purple Label.  The Grader(s), the Encapsulation Room staff, and the QC Inspector all whiffed on this.  Three separate strikes on a single pitch.  :facepalm:

They also failed to mention "slight front cover missing"...

This book's pages are so white that they must have used white on white font when printing the grade and PQ label.  Or perhaps CGC is now using color (or absence of) to indicate the PQ of the book.  That or they couldn't agree on the PQ and just left it blank as a cop-out for you to interpret the PQ you think it is.  It's not listed in the CGC cert verification page. No grader's notes either so you have to interpret the grade as well.

@CGC Mike Seems to me the right course of action for CGC would be to reach out to the seller on eBay to try to remedy it, or buy the book so it's off the market, fix the label, and recoup some costs via auction or giveaway or something.  Whatever it takes to remove that embarrassment from the marketplace.

A sound theory by GM&I and great detective work to prove that theory by RMA.  (worship)  (worship)

To recap for the sake of @CGC Mike, CGC should now be looking to recall not one but two certified/encapsulated books: a 2.0 ASM #5 "reader" that's mistakenly sitting in a 4.5 holder, and an "apparent" 4.5 ASM #5 with amateur restoration (C-1) that's been mistakenly encapsulated with a Universal label (S/N 4267166003 and S/N 4267166004).  :ohnoez:
