When you sign up you submit a list of your "likes"... which can be as general ("I like comic books") or specific ("I'm ONLY looking for copy of Spawn #2, but ONLY the newstand edtion, and ONLY with a mustard stain on the back...") as you'd like. And then when you get your pick, you get the list they submitted... so you have some ideas of the things in which they're interested. As for the raffle? It's completely a separate endevor, but equally fun. You submit an item, you're in. And what's great about it is, inevitably although 100+ people might participate? It seems like EVERYONE ends up getting something that they personally had ranked among the top 10-15 items overall! It's crazy, but true.
