How would they know how many are in circulation?  Only the publisher might know how many were printed and distributed.

I'm honestly not sure... that's a new one on me. Does it mean 'one known copy, period'? Or 'one known copy for public sale at this time' since other copies are tucked away in NFS collections? Big difference.

The phrase does sound a bit hype-y but it's still possible the book in question is just that rare. Hard to know without more details.

they might be referencing cgc census which is only what has been graded, ow how would they know unless they made a 1 off book

Nothing is totally rare only means one may be on the market but others exist.This is a term used when one wants to sell a book based on information like the census don't fall for it

They are probably saying it's the only copy currently on sale, I don't know if that is true because I know nothing about this book.

"In circulation" usually means currently. Just my opinion, but this well circulated copy would've been better off removed from circulation a long time ago.

There are 43 copies on the census.  Maybe it's the only for sale right now, but if you really want it, others will certainly pop up.
