Bell is a good guess since the cover art looks like it's from an interior splash page (especially since it does not fit the layout of the cover, with all the empty space around the title). No, you're right, L.B. Cole did not often sign his interior work. Does it say Bell anywhere on the comic (such as 1st interior page or back page)?
