Your argument makes me think of the earlier Winnipeg's, I have the right pedigree, yes? If I understand it correctly the pre 1965 issues in the collection all had a name written in ink across the top, but are otherwise high grade copies, and graded as such by CGC?
Personally, I would be fine with any and all incomplete books being a straight Blue label .5
I am guessing that the option of a Green Label qualified grade is because the market has shown that some collectors care less about incompletes, or at least discriminate still about grades even when incomplete.
