I don't think any rules regarding value were established. Superboy 9 is still a key no matter how cheap. But my point was UF 4 could be found in dollar boxes once and it's now a pricier a key. Same could happen with Sharkboy. A cheap key is still a key. Prices arent the deal here because that list already exists, it's about associating a number with a first appearance.
