I mean if it is the promotional I could understand as that technically wasn't part of another book, but the fact they even say on the label that the insert and promotional are indistinguishable then why blue label?
I can think of at least one other promo insert that has always been treated this way (graded on its own in blue): Marvel Comics guide to Comic Collecting (image from eBay).

I believe (some?) NFTs have a mechanism that pays the artist each time the NFT is resold.
At the least, it’s another revenue stream for artists, at least the famous ones.
