Is Fantasy Masterpieces Marvel's first (bi-)monthly reprint title, of the Silver Age at least?  And is this Marvel's first Silver Age reprint book of all?

This book has the distinction of being the first ever run starting out as an "Annual." Never been done before and I'm not sure if it's ever happened since.
