Here's a question that should be answered since tomorrow there are a few people who have done their 30 days on the sidelines.

 

Does it go by the specific time or is everyone who grabbed something on July 4th free to grab another offer as of midnight eastern tonight?

The latter. Today is August 2. Tomorrow is August 3. Monday is August 4. Meaning tomorrow night at midnight, EST, the clock changes to August 4. If someone claimed something July 4, they are now free to claim something.
