Well, since it's not a Promise copy and not being submitted by Heritage, we need to balance our grading scorecard, so dust shadows sure do count and we'll just call it a 8.0.

If it doesn't have classic cover designation it should! Interesting that The Arrow would flip between blue and red costumes for cover shots.

I don't have an Overstreet handy, but I vaguely recall it designated a "Classic Arrow cover."

I would of imagine that cover was read to death by kids and why so few are out there .I have only seen one issue of that title and it wasn't that cover
