That's pretty funny -- it looks like the publisher tried to save money by printing with just the cyan, yellow and magenta plates and skipping the black plate -- thus the hot pink logo, pink suits etc. I've seen other 40s covers like MLJs printed with those three plates only, but the colorist usually found a way to mix the three colors to get a dark brown as a base color to use instead of black for the outlines & shadows. This is a particularly zany try at it!

CDNP 44 reminds me of Grand Theft Auto which is ironic because video games were the next form of violent entertainment to end up on moral crusaders' radars once comic books no longer seduced the innocent.
