I was just rereading a book my dad put together chronicling his experience in WW II and came across a napkin he had saved since 1943. This was a going away party given in his honor. Well, things never go quite the way you plan them, and he ended up a POW after having been captured in the Battle of the Bulge. I would say you have (from left to right) Hitler, Mr. Mystery, Tojo, and Mussolini. What is puzzling is that the depiction of Tojo appears to be a much younger version of him. By 1938, Tojo was 53 years old, was balding, and wore glasses. Hitler and Mussolini appear to be aged appropriately. Interesting choice by the artist. Deliberate?
