My gut said Jim Lee, but then it was a little too slender, but now makes sense with the image time period, pun intended.

I thought silvistri when I doubted, but idk that Rogue was in too much silvestri art, I could be wrong. More new mutants and elektra? Probably at least did a couple of Rogue but idk

Regardless of the skill of the artist, I hate that style of cover. No situational peril portrayed, just a bunch of heroes grimacing and trying to look tough.
