Wow that's interesting. For sure I think it's a Bethlehem since its on the label. Maybe the sticker was placed their by someone else just for fun?

I've seen desperate sellers try to help their comics with lines like "cgc ready" "get it now or die" "bid or forever regret" but a double pedigree is really going all out.

I always thought that PAC sticker was just that, a sticker

 

Kinda of like Comiclink and Metro stickers

 

I also have a PAC book without the sticker on the slab

I think you're probably correct on that Nick. Plenty of PACs without stickers.....this book was probably sold off Roter's site, with the sticker attached.
