In the early 70's I lived in the San Francisco Bay Area and I remember buying reprints of early Spirit Sections. I'm not sure if they reprinted the whole section or just the Spirit story. They were black and white on a stiff grade of paper, each section printed separately, having(I believe) 10 consecutive sections in a plastic bag. I'm not sure if they were offered locally or nationally. I don't remember if they had an insert like yours, but it's certainly possible they did.

No logic in picking up 3 of these now over the past 3 months other than I really dig this LB Cole cover.

I have a copy of the Star Publications as well so this qualifies as obsessive behavior. :P

I know this isn't GA but, I'm hoping one of you guys can help me with this.

How was this distributed? Are there others? Was it packaged with something?

It's just a single sheet folded in half. The back cover shows a 1973 copyright date.

Any help would be GREATLY appreciated!

I believe samfromcalifornia is correct.

What you have is one page from The Spirit black & white reprints that contained 10 stories with comments by Eisner in a plastic bag published in 1973.

There were 4 different bags and I think that your page is from bag #4.

Send me one of those for Christmas! Seriously though, those are great copies. I love that cover as well, it just screams 1950s.
