I actually feel like both 16 and 17 have more Kamen than Baker in the faces. PL 13 and 14 remind me of some of Baker’s early work visible in the Crown covers. PL 15 looks like the more standard Baker female. Look at Seven Seas 3 - 6. Hard to believe it was the same artist who did all the covers. Seven Seas 3 is like PL 13. SS 4 and 6 are classic Baker. SS 5 is more like PL 17 with some heavy and stiff inking potentially ruining some of the classic Baker pencils. Just my two cents. Yeah, I've always thought it was more Kamen than Baker or maybe even all Kamen and some other Iger artist(s) and no Baker. Impossible to nail it down definitely at this late date.
