Shouldn't there be a rule that if you get nominated to the PL by more than X members you should be added to the HOS

Not all. There are people I won't purchase from, no matter what the book is. I have collected some very rare issues. Books that I haven't seen surface in years have appeared from said people. I have never once felt sad from passing on them.
