It was in an unsorted stack alongside my copy of # 21 (unscanned until now) - These books tend to have a one panel splash page to start the stories. He went to tea-master Takeeno Joo, who tested the younger man by asking him to tend the garden. Early on, Western Comics was essentially it aside from a few licensed properties: Jimmy Wakely and Dale Evans only come to mind right now. All-American Western and All-Star Western were added later and even if you consider Tomahawk in there as well, the DC Western stable still was not very crowded.
