Green Hornet #24 is an 'All-Time Great' imho.

Technically a "War" cover, but feels more science fiction. Kato wearing a space helmet while manning a .50 cal. is damn cool.

 

Depicts something still feared to this day: Chemical weapons attack of NYC.

So tough even if you break this down by era but I'll just throw out 5 covers I am very fond of:

I unfortunately don't have any pics, and there is nothing memorable about these covers as far as action or scenery, but I always remember being very impressed with some of the covers of an old Aircel comic Warlock 5. Issues 2 through 6 had some incredible artwork (at least in my opnion).
