My top 5:

 

Suspense 14 - Heath at his Hypo-best!

 

Horrific 3 - Heck yeah!

 

Crime Does Not Pay 22 - Biro's knife through the hand says it all and starts an era.

 

Amazing Fantasy 15 - Kirby Spidey Cover- only fitting that the King did this cover.

 

Crime Suspenstories 22 - is there a more notorious cover?

 

Honorable mention - Batman 227 and Nick Fury 4 - Adams and Steranko
