You should send some of these, at least the 607, back as it’s not just a newsstand but a price variant.

the correct label should say “$3.99 Newsstand Edition” where it would be broken out in the census.

I haven't. I've seen newsstands of other issues in that run though, so it seems like there should be newsstands of #1 somewhere...
