Yeah, that's one freaky issue. There's a part where both Superman and Supergirl are lamenting the fact that as cousins, they can't do the nasty, but leeringly mention that some places/planets do allow it... but unfortunately Kryptonians are not allowed.

 

Then Supergirl gets the perfect idea - since she can't bang Supes, she finds a perfect double to satisfy Superman's carnal cousin-al urges. He's also ecstatic for the chance to get it on with this surrogate cousin, and Supergirl even gets into the voyeur act.

 

Baaaad news.

 

And let's not even get into Supergirl and the Horse.
