More than likely. Restoration removal will damage the book as the only way to remove CT is either to cut away the color-touched area or to scrape it until all color has been removed (leaving white scars across the cover). While this may not be as noticeable on a mid-grade book it will be painful to view on one currently considered VF/NM.
Unless you are planning to immediately flip the book, I would leave it as is. Otherwise, based on my own experience, I can almost guarantee you won't view the (expensive) restoration removal as any kind of improvement.

A small amount of newton rings is considered "normal and acceptable" by CGC, but if your slab is showing an excessive amount of newton rings they will usually reholder it for you (though the newton ring effect is often removed by scuffing the inner well - which can also be unsightly). Definitely contact Brittany at CGC with scans or pics of your slab showing the severity of the newton rings and wait for her agreement before sending anything back to CGC.

What is the highest grade a Golden Age comic (EC early 1950s) could receive, assuming it is NM in every other way, with a 1/4" diagonal color-breaking crease on the bottom right corner of the front cover: VF- (7.5)?

Since this isn't a sale and the books aren't technically sold, this makes sense... kind of like when books are sent to/from CGC... you don't declare the full, top dollar retail value.
I never like to mess around with this kind of stuff.... I just play by the rules and hope my parcels arrive where they're supposed to go.

It is a consignment so I declare the value I am insuring (they offer insurance up to $800 on all shipments) the comics for. And I have sent far higher value shipments and just declared them at $800. If you don't want the insurance declare them at $100 and you won't need to worry about providing an invoice. If they get lost or damaged you are screwed (just like with any other carrier) but I have never had that happen.

I send my stuff for consignment via Chit Chats (they have a branch in Toronto), a company that takes packages over the border for a small fee and ships them USPS Priority. Costs me about $20 to send four slabs from Vancouver to Comiclink, MCS, etc. The only real restrictions are they will not take shipments with a declared value over $800 and shipments over $300 require an invoice (I just write one up in Word noting that the comics are being shipped for consignment and the value (whatever I have insured the comics for) is for customs purposes only).

I had that reprint book from the 70s with all the old Batman comics in it and many of the stories from the 50s (Bat-Mite!) were a ton of fun, but Rainbow Batman? Too far from the original rendition for me. I also considered that cover (I think from the 60s) where Batman gets turned into a monster? And wasn't there also a zebra Batman?

As for best? Shoot I could pick any Romita or Ditko cover... but I'm cheating and putting up BOTH of these covers, since I think each of them are a collection of awesome depictions of not just Spidey but every character on the page.
That is some fugly art. I was out of collecting during the nineties and basically missed the whole decade when it comes to comics. I had to look up the artist - Jae Lee? Was his other stuff just as bad?

I find their packing for small batches (2 or 3 books) to be terrible. I've had slabs arrive cracked - I've had slabs with weird bubble scuff marks all over the front. I've had almost no issues with larger (20-25 slabs) orders where they are able to use the large boxes padded with cardboard. Maybe they could look into how they ship the smaller packages.
I agree with @Jordysnordy that Comiclink's packaging on small batch orders is far superior to CGC's.
