Shared this before on the Boards, but not in this thread. Could almost be Cap 3 from a different perspective.

I would say that the mustache means he was meant to be a caricature of Hitler.

 

That and the "Hitler" haircut.

That's what i was thinking. It's odd that it's red, but it matches the one done for the caricature on Krazy #9

How many DC Hitler covers are there? This one and Superman 17 are the only ones that comes to mind.

 

Just a beautiful copy! (worship)

 

DC didn't crank out many Hitler covers,
