Here's the earliest Goodman swipe that I know of - both which are somewhat uncommon pulps. 

Star Detective Magazine (December, 1936). It was the first solo detective title Goodman published. Cover by Delos Palmer.

$20 was the cover payment Goodman paid Scott at that time which was equivalent to about $425.00 in today’s money. Goodman was wise to save $20 by using the same covers over again. He swiped the Star Detective cover three years later for Complete Detective (October, 1939), which is one of at three Red Circle pulps that has the Marvel Comics 1 ad in it.
