They were severely allocated. Orders exceeded the 7000. Looks like it’s driving up prices on the earlier printings as well.

Thanks to @onlyweaknesskryptonite, @archivist , @LikeEmScanned, , and others on this site, I've been able to get all of the known DCU variants in the titles I collect (namely, Batman, Detective, Adv of Superman, Action, Superman, Justice League, and Superman Man of Steel). In just these 6 titles alone, I count approximately 200 DCU variants if you include the "stickered" ones as well.
Unrelated, but if you really want to go nuts, try to collect all the DC Mark Jeweler variants. In just the titles of Batman, Detective, Superman, Action and JLA, I believe approximately 690 of those variants exist (I've found them except for 20 of them).
The answer to your query is 544 individual issues (not counting stickered variants or second prints like GL 51) I added all the issues listed and was shocked by the sheer amount of these. I have 286 thus far.

I don’t know if this has been addressed here yet, but did all the issues in the Superman Wedding set all have DCU barcodes? I was sorting through my collection to store them separately, and cross referencing the master list so I could see how many I’m still missing (a lot it seems) and noticed that some of the issues mentioned on the back of the pack, are missing from said list. (Action 728, advs of Superman 641)

He didn’t. They were in a couple of long boxes he bought from a guy who just walked in with them. He didn’t see the DCCP 22 till he started sorting them

Has this book been over hyped? It's one of the least "noticeable" DC Whitmans, in that it is easily mistaken for a regular edition. Did this "invisibility" make it seem rarer than it actually is?
I think the high prices brought copies out of the woodwork. For me, the Batman was the toughest one to find. I think because a lot of copies might be locked up in collections as there are more Batman collectors than DC Comics Presents collectors. The same happened with Uncle Scrooge 179. It’s the highest priced of the 1980 issues, but not the scarcest. Oddly enough, when people found out Huey 65 came in the same Canadian packs, that book shot up in price. Given how high the prices are and how little copies are still out there, I don’t think it was over-hyped. The hype helped bring more copies to market, but not that many

I’ve seen the pack before but have no idea what versions of the books are inside. A seller at a local show had one, but it was too expensive to justify buying it. I know there is a lower quality paper one for the McFarlane issue. Maybe that’s the version that came from this pack. It has a UPC on the back cover

It’s from an Alien pack. I’ve also seen the second version you pictured, come of the packs as well. Weird how none of the white from the text has been affected.

Sadly, the top flap is trimmed. But from the remnant still visible and the timeframe, I think it would have been one of the "Super-Heroes" flaps.
I've included a sample image mockup of my guess to show how it might have looked with the top flap intact.
