I believe Harley is more valuable but if that Deadpool movie ever comes out, that may cement Deadpool popularity and skyrocket him. Plus Harley in 9.8 has been between $800 and $1000 while Deadpool is between $400 and $500. I'd go with Harley for now but start saving for Deadpool. I'm going to guess that Connor and Palmioti are trying to reach a wider range of readers, draw in the new, the females, the outraged, the confused.
