Thanks for asking...THE PARK AVENUE COLLECTION is a group pf 750+ comics I bought off the newsstand between 1942 and 1954...THE CIRCLE COMICS COLLECTION is a very large group of Silver and Bronze age comics bought by me and my sons to sell at early COMIC CONS. Wish I could figure out what year this was made but I think I would need to read Japanese to do that to research the company. MIckey and Donald must have been beloved figures here and I wonder if the back is a take off on Babar. And who is on that flag Donald is waving!! That looks more like Babar (created 1931) than Elmer to me. It's a clever piece that has enough variation from the real characters to allow for denial of plagiarism. I agree Elmer is a candidate, but I think he’s too young as he’s a kid Elephant: Looks to me like that piece was unauthorized, ripping off characters of the 1930s, and not just Disney b/c that looks like a Babar rip-off to me.
