Since Pep 22 has a cover date of December 1941 and was deemed to be out well before Jackpot 4, then I guess since Top-Notch 22 also has a cover date of December 1941, then Special Comics 1 is not going to win this case. Prices have escalated over the past year but nothing too dramatic. Same thinking as Police #1 - 1st GA appearance of a major character that's under the radar but hasn't exploded due to the lack of any Hollywood news/prospects. I think there is a major portion of collectors who only go for cool covers, and that's not exactly the best cover. If Gaines had just blown up one of those Squeeze Play panels from the interior....
