I bought many of the UK weeklies back in the day, and I'm not sure I can recall ever being puzzled...

Yes, I was just Googleating the same. There's bound to be a site all about it somewhere. I wonder how the dynamic worked - Mike could ink an additional page, but Ross couldn't draw one? I get why neither of them might be involved, but not just one of them.

Yes, Ross's first work on the Amazing Spider-Man series, he had drawn Marvel Team Up before that, and then Marvel Super-Heroes 14 was his first work on the Spider-Man character.
