Several of the early DCs still make the cut.  I believe that the ones with the lowest census numbers are All-American 4 and New Adventure 15, which respectively come in at 3 and 4 census copies.  There are several other DCs that have only 5 or 6 copies on the census.

Here is a Fox that is considered genuinely tough to find. Still at 10 graded copies or less. A 1.5 hit $16,200 on heritage in Dec of last year so I assume it meets the monetary criteria!!

These All-American issues are very cool, and I seldom see them posted!!! That #4 in particular is nearly impossible to find. I saw a low grade, missing back cover copy in town once and I was tempted to buy it, but I didn't know how rare it actually was, so I let it slip away. SOMEONE bought it though, as the next time I saw that dealer, it was gone.

Maybe collectors aren't slabbing issue 4 because it has the baseball back cover image from Double Action #2? The other ad like page from DA 2 is spendy, as it is attached to Tec #27 front cover.

I just have this book, there are 10 universal and 1 qualified and 4 restored so actually 15 in census.

I have the lowest graded universal, though I like having a pre Batman Detective and this is the oldest book in my collection.
