I want to say no. If it's still the proportions of a comic and is not trimmed or any other restoration, then the comic is just graded as normal I believe. Except for grades cgc 9.9 & perfect 10, those grades are the only ones that consider perfect manufacturing things.

Lower grades I believe known manufacturing like bindery tears are ignored
