You are probably right on that. The punishment comes really only when you're talking about a superior copy (over that VG 4.0 threshold that most old comics are basically in). If your gonna pay as much as a new car for it to get that superior copy, chips ain't gonna fly with most buyers. If your buying just a more normal presentable low grade like a 2.0 you expect defects like chips and it doesn't factor into your buying.

 

Maybe this means that chipping should have more of an effect on books graded 4.0 and over since 4.0 is considered "average copy". If your buying something that historically is considered "better than average" Chips should weigh a book down even more, or maybe at 4.0 and higher it needs to be mentioned like tape on cover.

Yup, when low grade or entry level...it's less meaningful for certain flaws. The entry level for some Golden Age is insane.
