Maybe Kirby was trying to outdo himself. hm

What he achieved on Spiderman's costume, highlighting and anatomy is top notch. It's a killer cover, but the dude he's carrying always looked a little off to me proportion-wise.

In that respect Cap & Bucky on CA #7 is a more dynamic, better realized composition.  (thumbsu

I think so.  Comic artists have to produce thousands of images a year, and they will have layouts they repeat with only slight variations.
