Has also sold "back covers" of AF15 (2 copies), ASM 1,and an FF5 in recent months as well as other comics without back covers. 

Pretty certain there is no way of knowing that a particular back cover is from a particular issue if there are no parts of the front still attached. 

Tried reporting one of the listings but it wouldn't allow me to say why I thought it might be fraudulent. 

Two of the three listings are books without back covers, but he definitely calls that out in his listings. I don't see a problem with that. As for selling back covers, not sure if there's a way to determine which book it's from. Did you try messaging the seller?

I got packages picked up and noticed something not right.  One package was overweight too much.  So I went to postal office to ask for scale weight verification … AHA! I thought so! This package - the brown cardboard package is only 11.82 grams as true weight. On the postal label says “15.9 oz” meaning as 450.75 oz.  

Way too much.  That’s like having a butcher putting his thumb on scale to increase weight.

So, were you missing any items?

When shipping labels are printed from eBay shipping, they rarely get the item weight or package size right. It usually depends on how much padding the seller may add to the packaging. Unless the seller left an item you ordered out of the package, I don’t see the issue here.

also to clarify, as far as shipping charges, did he charge more for one than the other? I ask because I usually offer free shipping on my items and if the weight difference is significant, eBay will send me an additional charge to make up the difference for the purchased shipping label. Were you charged for a service like priority but items sent first class?

No, it says 0 lbs, 15.9 oz, which means it weights 15.9 ounces, 1 tenth of an ounce shy of 16 ounces. 16 oz would equal 1 lb. Three comics packed in an envelope inside a box could easily weigh approximately 1 lb. What's the issue?

I don't understand this either.  It looks like the postage was automated and paid for----so, if the weight was wrong, it probably meant that the seller didn't have a scale at home to properly weigh the package, rather they estimated.  Still, the postage was paid for, so I am unclear how this seller pocketed the difference??  Is that what you are thinking??

I think they meant to say 450.74 grams (15.9 oz). But I still wasn't sure what the issue was either...also not sure of a significant price difference if at all for a package weighing 15.9 oz vs 11.8 oz.

Yes, this is a shipping charge "dispute", it seems.  If you do a bit of "research" by checking out the listings, the buyer (poster) bought about $12-$14 worth of comics and had to pay about $18 shipping.  So jobe355933 is "dishonest".  Combining shipping (or not) is something that should have been settled before purchasing, not ranting about it afterward.  And jobe355933 didn't really make out on the deal, overpaid for postage because he overestimated weights.  Significant, because it is traveling 8 shipping zones.  The one who made out is the USPS.  I could see a complaint if the buyer paid separate shipping amounts and the seller sent 1 package, saving money and pocketing it.  It is true that jobe355933 should have been able to help the buyer by combining shipping and reducing overall costs.  But that's not "dishonest", it's just less than competent.  Certainly too ticky-tacky to smear him here.

If you look him up, jobe355933 has 99% positive feedback, with the only negative being a problem with an international shipment (no surprise there) and a neutral purported to be about inadequate packing (but contents arrived undamaged through luck).  Overall, not bad at all.

Nothing terribly exciting, other than a Non-paying buyer who took the time to A) Accept my best offer, B)tell me he was going to pay the next day, and C) when asked where the payment was two days after that, responded with more BS as well as a request to send it to a different address and then still no payment.
