Just looks to me like a real copy with a bunch of water damage?

The black in the cover is very black, no blue tint at all. One of the things that has started to stick out to me is that the shadow of the Shredder's arm on the front cover is the same black as the border. Is that right?

yup, thats correct. There is no various shades of black on that cover. All the black is the same black.

Does anyone know where to get a cgc frame that has UV protection and fits a TMNT 1?

Yeah, here's one (though I haven't used him before).

I'm sure you could probably make a special request for the use of UV protected glass, although you will need to make certain that sunlight does not shine on the book because it doesn't matter if it's UV-museum quality glass or not--it WILL fade and damage the paper.
